Candidates running for city council should discuss<br />
s opsnly and in public their positions on the federal laws<br />
tha require recipients of public works grants to use 10<br />
percent of such funds for nurchnses from minority<br />
businesses in the areas where such projects are<br />
located. So far, we have heard very little aboi't such<br />
laws, and the official position of the City of Lubbock<br />
appears to be that such laws do not exist.<br />
But such laws ! exist, Thy ought to<br />
Ink obeyed. They ought to be obeyed even in Lubbock,<br />
by the city government.<br />
One such law is the Pwfcllc Works Employment<br />
Act of If77, which provides that no grant<br />
rqn be made for any local public works project unless<br />
the applicant gives satisfactory assurance that at least<br />
10 percent of the amount of each grant will be expended<br />
for minority business enterprises. rhe constitutionality<br />
of that law was upheld by the Supreme<br />
Court of the United State In the 1980 case of Fullilove<br />
v.,klut2nick.<br />
Another such law contained in ;ne Surface<br />
Transportation Assistance Act oS<br />
as amended. Through an amendment Introduced<br />
by Congressman Parren J. Mitchell of<br />
Maryland, minorities are assured of fair participation in<br />
the multi-billio- n dollar gas taxhighway rt oair bill that<br />
was signed into law by President Reagan on January 6<br />
of this year. The Nlitchall amendment makes minority<br />
businesses eligible for a minimum cl 10 percent of the<br />
money authorized to be appropriated under this new<br />
public law.<br />
Our repeated inquiries to city hall have produced little<br />
more than a puzzled response to the effect that the<br />
. City of Lubbock has, never beard cf such laws. We<br />
.<br />
were assured that the city's legal types would look into<br />
the matter and see what could be turned up. Surprise:<br />
to date, (he city's best legal brains have not been able<br />
to find out about these laws, or what responsibilities<br />
the City of Lubbock might have in implementing them<br />
in this area. Or, so we are given to understand.<br />
What about it, city council candidates?<br />
Why have Lubbock's minorities not had<br />
the benefit of the application of those laws in public<br />
wcks projects around here? Each of you<br />
should address this matter, right now.<br />
All candidates under the illegal and unconstitutional<br />
at-lar- system repeatedly say, as they must, that they<br />
will represent ali citizens. In the mouth of a white<br />
candidate, that's code language, of course, for saying,<br />
"! can take care of you Blacks and Browns just as well<br />
aS?,you could yourselves." But never mind that point<br />
for the moments If any of you really do intend ti?c<br />
represent all citizens in Lubbock, then tell us now<br />
what you think about these laws and their applicability<br />
to over a quarter of the population of this city.<br />
What are you SoTtfg'fo. d&' Mr. Candidate, to see to<br />
it that the Public Works Employment Act of 1977 and<br />
the Surface Transportation Assistance Act of 1982 are<br />
effectively implemented in all present and future public<br />
wdrks projects in Lubbock, so that minority businesses<br />
gel their fair share of 'he millions of dollars to be spent<br />
here In such projects? We want to hear from each of<br />
you on this. Now! We look forward to having this<br />
situation discussed In the coming candidates meeting<br />

Would an at-lar- ge system survive the pre-clearan- ce<br />
procedures required by Section 3 U tha Voting Rights<br />
Act? No, obviously it would not. The Department of- -<br />
Justice would never approve such a thing, particularly<br />
in Luobock County. Could r proposed at-lar-<br />
ge system<br />
be stopped dead 'n its track, before itever got im-<br />
plemented, by a federal lawsuit? Yes, especially in<br />
Lubbock. Would an unfasir, segregated, all-whi- te arrangement<br />
of voting districts of orecincts in the<br />
"mnetro merger" government be leg1 and constitu-<br />
tional? No, such districts or precincts would not be<br />
legal.<br />
Even Lubbock's Establishment' lawyers know the<br />
answers to the above questions. We wonder why<br />
those folks pushing considc ation of the "metro<br />
TMfrger" plan believe, if they do, that such an olvfous<br />
re -- segregation schema could survive the legal attrcks<br />
that would be made on H.<br />
Ii seems to us that Lubbock's city government has<br />
wasted far too much tax money already in useless<br />
litigation over the at-lar- ge system. It would be avow-<br />
ing good money after bed o launch out into new<br />
court battle over new seegetior scheme. Why can't<br />

Congress and the entire country is concerned about<br />
. the nearly $200 billion to be spent next fiscal year for<br />
defense. This i enough money to tcke care of the city<br />
of Saint Francis without taxes for the balance of this<br />
century and all of the next century. Care and immediate<br />
concern, however, must also be given to<br />
senior citizens and other poor people on Social Security<br />
disability insurance program. At intake for less than a<br />
half of one percent of defense budget per year are the<br />
llv and health and well-bein- g of America's ailing<br />
senior poor people. The President's efforts to restrict<br />
who gets disability payments and for how long have<br />
created enough horror and death sto.les to stir Congress<br />
into belated action.<br />
A bill to redress the administration's atrocious<br />
behavior Is in he Hejse Social Security subcommittee<br />
and should be sent post haste with its provision entitling<br />
individuals to a face-to-fa- ce early hearing before<br />
being cut off from their life support system to the entire<br />
House.<br />
Senior citizens (65 and over) are one of the fastest<br />
. growing groups in a country with a gross national product<br />
of $3V2 trillion a year. About $15,000 for every<br />
man, woman and child in the country. Fve .billion<br />
dollars over a five-ye- ar period of time is like a grain of<br />
sand on a big beach. Brother can you spare a dime?<br />
By the way, if the Presider s tax proposal which<br />
reduced all 1980 personal income taxable rates to 50<br />
percent had gene into effect, it would have produced<br />
$12.7 billion according to the Tax Foundation,<br />
two and a half times the $4.79 billion in the bill<br />
being recommended for ailing aged citizens by Congress.<br />
The 65 and over age group with over 26 rw.llion<br />
people Is also one of the poorest in money and health.<br />
Those who have some funds in savings may find the<br />
administration again picking their pockets if the President<br />
can put Into effect the withholding of federal<br />
taxes on interest and dividend income in the event<br />
Congress does not repeal the measure immediately.<br />

condemnation of traditional politics.<br />
The implications of the Jackson crusade are staggering.<br />
It says to white America, perphaps for the last<br />
time, that blacks who live In this nation, despite the<br />
plethora of evidence to the contrary, continue to<br />
believe In the basic decency of a majority of white<br />
Americans and in the integrity of Amer'can<br />
democracy. Further, it has gained the respect and attention<br />
of the black masses,, the independent farmers,<br />
the white progressives and, other oppressed minorities<br />
and, in the process, has established Jesse Jackson as<br />
the sole credible candidate of the vast army 'of disaffected<br />
Americans for whom the "American dream" Is<br />
a joke. Without announcing his randldacy, Rev.<br />
Jackson ranks :hird among Democratic contenders for<br />
the nomination.<br />
As might be expected, a number of Negro politicians<br />
and organization heads have ridiculed and attempted<br />
to discount the Jackson phenomenon. There<br />
Is a strong element of panic among these little men as<br />
they observe a relentless concentration of black<br />
political power in a single individual. Of course, their<br />
panic is expressed in different language which, upon<br />
examination, is something less than convincing. The<br />
argument most often heard from these precincts is that<br />
blacks should do nothing to damage the diances of<br />
our friends among the white candidates, especially<br />
Wa.sr Mondale. One has yet to hear these people<br />
point out ari fundamer;M differences between Mondale<br />
and other Democratic candidates on any issues<br />
that directly affect black people or the nation at large.<br />
We do know, on the other hand, that Walter Mondale<br />
actively campaigned against the nomination of Harold<br />
Washington, despite his much bajly-hooe- d personal<br />
friendship with Andrew Yun and Charles Rangel.<br />
The search for a friend arnbng the white politicians is<br />
essentially a function of bla,ck Infantilism - the slave's<br />
identification with the master ar s father figure who will<br />
protect him from the responsibilities of adulthood. It is,<br />
in a word, a 1983 manifestation of the "great white<br />
father" syndrome. Small wonder that the masses are<br />
fed up with so-call- collective black leadership. They<br />
see in Jesse Jackson, perhaps for the first time since<br />
the "assassination" of Adam Clayton Powell, the<br />
emergence of an independent politician whose roots<br />
are set in the masses of his people.<br />
Because of his mass base, Jesse Jackson can afford<br />
to raise the embarrassing questions of economic and<br />
political parity for the disadvantaged which, in the<br />
absence of a black candidate, would never be addressed<br />
by the white candidates. When Jesse arrives at the<br />
Democratic Convention with his army of black<br />
delegates, the day of a few Negroes hustling petty<br />
favors in back rooms for a few Uncie Tom politicians<br />
will have passed into history. All of black America will<br />
be at snter stage, standing solidly behind Jesse<br />
Jackson as he bargains for a fair share of the American<br />
political and economic product. .<br />
The ultimate effect of the JeeHon crusade is to bring<br />
the UnivrStetss of America to the barof justice. The<br />
stage is set for the trial of the century: 1p United<br />

p. m. Saturday and Sunday.<br />
Producer and director for the operetta will be the<br />
highly-regarde- d John Glllas of <strong>Tech</strong>. with the maslc<br />
director Phillip Llehrman, also of <strong>Tech</strong> music faculty.<br />

"The Gondoliers" is set in colorul Venice and in the<br />
mythical kingdom of Barantarta. As the operetta<br />
opens, the gondoliers and contadin (flower gir's) re<br />
celebrating the wpddings of two among them. Shortly,<br />
however, it is revealed that on of the gondolier<br />
bridegroom? may be the long-lo- st ?'lng of Barantaria,<br />
who was abducted during a rebellion and brought to<br />
Venice as an infant to be raiied by a gondoll' .<br />
And he may also be a bigamist, since he was married<br />
at birth to the daughtei of the Duke and Du hess<br />
of P! who are now ready to claim their<br />
daughter's throne.<br />
Confusion resigns as it is discovered that no one in<br />
Venice knot's which of the two gondolier<br />
bridegrooms, who were both ratseu by the old gondolier,<br />
is truly the K'ng and which Is only a gondolier.<br />
While a messenger goes to find re foster-moth- er to<br />
the pair, they rule jointly in Barantaria, using some<br />
very comical democratic policies.<br />
In true Gilbert and Sullivan fashion, the resolution<br />
take a twist which no one expects, and all ends well.<br />
