Lubbock
If it seems like there
has been a lot of building
construction going on in
Lubbock lately, it is pro-
bably because the city set
an all-tim-
fiscal year that just ended
September 30. In tact,
the pace was such that
with $114,477,783 for
the '81-'8- 2 fiscal year.
That, Coker said,
translates hto a solid' 90
EDITORIALS COMMENTS OPINIONS
CaftfHdattts Should Discuss
mn Percent aw
Candidates running for city council should discuss
s opsnly and in public their positions on the federal laws
tha require recipients of public works grants to use 10
percent of such funds for nurchnses from minority
businesses in the areas where such projects are
located. So far, we have heard very little aboi't such
laws, and the official position of the City of Lubbock
appears to be that such laws do not exist.
But such laws ! exist, Thy ought to
Ink obeyed. They ought to be obeyed even in Lubbock,
by the city government.
One such law is the Pwfcllc Works Employment
Act of If77, which provides that no grant
rqn be made for any local public works project unless
the applicant gives satisfactory assurance that at least
10 percent of the amount of each grant will be expended
for minority business enterprises. rhe constitutionality
of that law was upheld by the Supreme
Court of the United State In the 1980 case of Fullilove
v.,klut2nick.
Another such law contained in ;ne Surface
Transportation Assistance Act oS
as amended. Through an amendment Introduced
by Congressman Parren J. Mitchell of
Maryland, minorities are assured of fair participation in
the multi-billio- n dollar gas taxhighway rt oair bill that
was signed into law by President Reagan on January 6
of this year. The Nlitchall amendment makes minority
businesses eligible for a minimum cl 10 percent of the
money authorized to be appropriated under this new
public law.
Our repeated inquiries to city hall have produced little
more than a puzzled response to the effect that the
. City of Lubbock has, never beard cf such laws. We
.
were assured that the city's legal types would look into
the matter and see what could be turned up. Surprise:
to date, (he city's best legal brains have not been able
to find out about these laws, or what responsibilities
the City of Lubbock might have in implementing them
in this area. Or, so we are given to understand.
What about it, city council candidates?
Why have Lubbock's minorities not had
the benefit of the application of those laws in public
wcks projects around here? Each of you
should address this matter, right now.
All candidates under the illegal and unconstitutional
at-lar- system repeatedly say, as they must, that they
will represent ali citizens. In the mouth of a white
candidate, that's code language, of course, for saying,
"! can take care of you Blacks and Browns just as well
aS?,you could yourselves." But never mind that point
for the moments If any of you really do intend ti?c
represent all citizens in Lubbock, then tell us now
what you think about these laws and their applicability
to over a quarter of the population of this city.
What are you SoTtfg'fo. d&' Mr. Candidate, to see to
it that the Public Works Employment Act of 1977 and
the Surface Transportation Assistance Act of 1982 are
effectively implemented in all present and future public
wdrks projects in Lubbock, so that minority businesses
gel their fair share of 'he millions of dollars to be spent
here In such projects? We want to hear from each of
you on this. Now! We look forward to having this
situation discussed In the coming candidates meeting
and speeches.
"Metro Merger"
Rc$egreg3tii Plan?.
Last week the moribund proposal of councilman E.
Jack Brown to merge the Lubbock dty and county
governments was trotted out again and discussed
clearly thinks the suggestion is and not
WHAT GOES AROUND... I
worth pursuing. Mayor Alan Hunry is apparently not ffttMf ttfif&im
iiiiuitsaicu in pusiuiiv-- j mt; jjiupusai aiiywiieic CAepi
out of the way, so that the council can get on with' Its
proper business. But the Avlanche Journal
brought forth another supportive editorial urging fur-
ther consideration of the plan. Readers will recall that
the AJ liked this idea the first time Brown mentioned
it, several weeks ago, during the city-coun- ty annual
fight over who pays for the public library
We ask again the same question we asked last time:
whatr is the source of Establishment Lubbock's Interest
In such a plan? Anytime the Avalanche-Journa- l
starts pushing reform measures, minorities
in Lubbock are well advised to take a long, hard look
at what Is going on.
The first thing to note Is that the so-call- reform
proposal originated with one of the losing defendants
in a civil rights election lawsuit in federal court. The se-
cond thing to note is that the proposal was made dur-l
of the election case. Third,(it Is,
, Jng the city's-appea-
pretty evident that the city fs &oing to lose the appeal,
at-lar- so that the unlawful and unconstitutional elec-
drain shortly. Final-
tion system will be going down tl i
ly, we need t keep in mind that this city council
fought like a cornered badger, --all the way, in this election
Inwsuit, instead of trying to serve the needs of all
of the people of the city by working out an election
system which would not unlawfully and unconstitutionally
dilute the votes of Blacks and Browns (over a
quarter of I .ubbock's total population) .
Given al! these factors, it is legitimate to .ask whether
there may be somo other purpose behind the "metro
merger" plan than mere governmental reform. Is
re-segreg- this a plan to government
In Lubbock? What kind uf election districts would
we have in thlr city-coun- new ty government? Right
now Jhe county is dlVItlSd Into --precincts, of course.
--That's what the Avalanche-Journa- l
calls the
, t
"ward sytem," and what more enlightened folks call
$ 'the "singk member district system," In which an
; :elected official represents the particular district from
which he is elected as well as the county as a whole.
Now, surely the Establishment typ.s would not want
the "ward system" in their new, "metro merger"
government.
We think what tfcey might like to see would say, an
at-lar- ge system for the new "metro mercer" government.
What do you think, given the track record of the
present city council and the daily newspaper involved?
Well, let's ask some questions about that, then.
Would an at-lar- ge system survive the pre-clearan- ce
procedures required by Section 3 U tha Voting Rights
Act? No, obviously it would not. The Department of- -
Justice would never approve such a thing, particularly
in Luobock County. Could r proposed at-lar-
ge system
be stopped dead 'n its track, before itever got im-
plemented, by a federal lawsuit? Yes, especially in
Lubbock. Would an unfasir, segregated, all-whi- te arrangement
of voting districts of orecincts in the
"mnetro merger" government be leg1 and constitu-
tional? No, such districts or precincts would not be
legal.
Even Lubbock's Establishment' lawyers know the
answers to the above questions. We wonder why
those folks pushing considc ation of the "metro
TMfrger" plan believe, if they do, that such an olvfous
re -- segregation schema could survive the legal attrcks
that would be made on H.
Ii seems to us that Lubbock's city government has
wasted far too much tax money already in useless
litigation over the at-lar- ge system. It would be avow-
ing good money after bed o launch out into new
court battle over new seegetior scheme. Why can't
Lubbock's civic leaders Just )oln the ret of America,
come on into the light of the twentieth century, and
get on with the business cf conducting dry government,
instead of wasting time and money cooking up
new ways to go tc&wcvosr
Congress and the entire country is concerned about
. the nearly $200 billion to be spent next fiscal year for
defense. This i enough money to tcke care of the city
of Saint Francis without taxes for the balance of this
century and all of the next century. Care and immediate
concern, however, must also be given to
senior citizens and other poor people on Social Security
disability insurance program. At intake for less than a
half of one percent of defense budget per year are the
llv and health and well-bein- g of America's ailing
senior poor people. The President's efforts to restrict
who gets disability payments and for how long have
created enough horror and death sto.les to stir Congress
into belated action.
A bill to redress the administration's atrocious
behavior Is in he Hejse Social Security subcommittee
and should be sent post haste with its provision entitling
individuals to a face-to-fa- ce early hearing before
being cut off from their life support system to the entire
House.
Senior citizens (65 and over) are one of the fastest
. growing groups in a country with a gross national product
of $3V2 trillion a year. About $15,000 for every
man, woman and child in the country. Fve .billion
dollars over a five-ye- ar period of time is like a grain of
sand on a big beach. Brother can you spare a dime?
By the way, if the Presider s tax proposal which
reduced all 1980 personal income taxable rates to 50
percent had gene into effect, it would have produced
$12.7 billion according to the Tax Foundation,
two and a half times the $4.79 billion in the bill
being recommended for ailing aged citizens by Congress.
The 65 and over age group with over 26 rw.llion
people Is also one of the poorest in money and health.
Those who have some funds in savings may find the
administration again picking their pockets if the President
can put Into effect the withholding of federal
taxes on interest and dividend income in the event
Congress does not repeal the measure immediately.
Older Americans who make up over ll1? percent
of the population of the country should get A the care
allowed to forget that four million people c ver age 65
arc poor not only In income, but 1 heahh. With a
disproportionate number being Black Americans, who
Mm other senior citizens, have Kmc savings to pay for
condemnation of traditional politics.
The implications of the Jackson crusade are staggering.
It says to white America, perphaps for the last
time, that blacks who live In this nation, despite the
plethora of evidence to the contrary, continue to
believe In the basic decency of a majority of white
Americans and in the integrity of Amer'can
democracy. Further, it has gained the respect and attention
of the black masses,, the independent farmers,
the white progressives and, other oppressed minorities
and, in the process, has established Jesse Jackson as
the sole credible candidate of the vast army 'of disaffected
Americans for whom the "American dream" Is
a joke. Without announcing his randldacy, Rev.
Jackson ranks :hird among Democratic contenders for
the nomination.
As might be expected, a number of Negro politicians
and organization heads have ridiculed and attempted
to discount the Jackson phenomenon. There
Is a strong element of panic among these little men as
they observe a relentless concentration of black
political power in a single individual. Of course, their
panic is expressed in different language which, upon
examination, is something less than convincing. The
argument most often heard from these precincts is that
blacks should do nothing to damage the diances of
our friends among the white candidates, especially
Wa.sr Mondale. One has yet to hear these people
point out ari fundamer;M differences between Mondale
and other Democratic candidates on any issues
that directly affect black people or the nation at large.
We do know, on the other hand, that Walter Mondale
actively campaigned against the nomination of Harold
Washington, despite his much bajly-hooe- d personal
friendship with Andrew Yun and Charles Rangel.
The search for a friend arnbng the white politicians is
essentially a function of bla,ck Infantilism - the slave's
identification with the master ar s father figure who will
protect him from the responsibilities of adulthood. It is,
in a word, a 1983 manifestation of the "great white
father" syndrome. Small wonder that the masses are
fed up with so-call- collective black leadership. They
see in Jesse Jackson, perhaps for the first time since
the "assassination" of Adam Clayton Powell, the
emergence of an independent politician whose roots
are set in the masses of his people.
Because of his mass base, Jesse Jackson can afford
to raise the embarrassing questions of economic and
political parity for the disadvantaged which, in the
absence of a black candidate, would never be addressed
by the white candidates. When Jesse arrives at the
Democratic Convention with his army of black
delegates, the day of a few Negroes hustling petty
favors in back rooms for a few Uncie Tom politicians
will have passed into history. All of black America will
be at snter stage, standing solidly behind Jesse
Jackson as he bargains for a fair share of the American
political and economic product. .
The ultimate effect of the JeeHon crusade is to bring
the UnivrStetss of America to the barof justice. The
stage is set for the trial of the century: 1p United
"The Gondoliers" is set in colorul Venice and in the
mythical kingdom of Barantarta. As the operetta
opens, the gondoliers and contadin (flower gir's) re
celebrating the wpddings of two among them. Shortly,
however, it is revealed that on of the gondolier
bridegroom? may be the long-lo- st ?'lng of Barantaria,
who was abducted during a rebellion and brought to
Venice as an infant to be raiied by a gondoll' .
And he may also be a bigamist, since he was married
at birth to the daughtei of the Duke and Du hess
of P! who are now ready to claim their
daughter's throne.
Confusion resigns as it is discovered that no one in
Venice knot's which of the two gondolier
bridegrooms, who were both ratseu by the old gondolier,
is truly the K'ng and which Is only a gondolier.
While a messenger goes to find re foster-moth- er to
the pair, they rule jointly in Barantaria, using some
very comical democratic policies.
In true Gilbert and Sullivan fashion, the resolution
take a twist which no one expects, and all ends well.
focus this quarter is on
who God is and what He
Let's glance back to see
what we have learned
thus far. Logically, we
started with "God's Crea-
tion," beginning
study at the very "beginning;.
Genesis 1:1. Then
we moved on to the
"God of History focus-in-,
q especially on the
hls'iry of the Israelites.
'. rte rest of the Old Testament
was caught up in
"God of 1. .spired Prophets."
The climax, of
course, , was 'God in
Christ;"
The- - second unit, on
redemption, naturally
started with the Droblem
of n and moved on to
the mdtive for redemp
tiqn in God's love; the
means of redemption,
God's Son, and the
result, new person.
The
Relates
third unit, God
tu His People,"
which we are about to
study, 'ogically start with
Gdd's gracious covenant
fend then to God's steadfast
love, His indwelling
DEAR YOLONDA:
I've been married for
eight years, but lately my
husband and I are going
through many changes.
Part of the problem, I
believe, is that we have
nothing in common. I'm
friendly, he's shy. I like to
go out, he likes his beer
and TV. I think our son
should go to a Catholic
school, he says that's a
waste of money. I think
I've married the wrong
man. I'd like to know
how other couples handle
these many differences.
area, I know of this program
being misused. It is
being used as a game,"
he continued.
"Concerned-Citizen- s of
Lubbock (CCL) was a
good effort at the outset,
but it (CCL) hac
members who were self
serving. They were only
there looking fcp'r
something for
themselves," said
Carpenter.
In talking about the
problems of Lubbock, he
said, "Water is our basic
problem. A city without
water is a city without industry.
Without heavy industry,
there is no
employment for that city.
That is our problem
here," said Carpenter.
"It is a must that we fill
this void in our conmur
We need people to
put their money- - where
their mouths 'are. Talk is
effeap!" said Carpenter.
"The parson elected to
fill this Mayor Pro Ttm
position must be one for
all The citizens of Lubbock,
especially the
minorities," he said.
Carpenter predicts that
there will be only 5,000
persons voting in this upcoming
election come
Tuesday, November 8th.
"You know. I will
come out the winner,
because I'm best qualified
candidate for all J Lubbock's
citizens," concluded
Carpenter.
McArn said he "just
wanted to be loud." Then
he discovered the magic .
produced by adding a
few warbles and trills. He
began entertaining at
Soon, . he was a local
When he entered the.
