Fleming enters manslaughter plea in crash that killed 2 friends By Mark Bowes Richmond Times-Dispatch HANOVER — Moments after Nickolas Seth Fleming slammed his truck into a tree, killing two of his friends, several passers-by rushed to the scene along Cold Harbor Road and found Fleming trapped in the wreckage, hysterical and bleeding badly. “I don’t want to go to jail! I can’t go to jail,” three witnesses heard Fleming say as his friends, Dylan Ballard, 17, and Elliot Hinton, 22, lay dead inside the vehicle. Raceway. And the day ended tragically with more alcohol. About 10:30 p.m., Fleming was driving fast along Cold Harbor Road with five friends inside the pickup when he lost control as the vehicle rounded a curve, veered off the left side of the road and crashed into a tree. The injured passengers were Becca Clements, 20; Patrick Hinton, 18, brother of Elliot; and Thomas Lumpkin, 19, of Aylett. All but Lumpkin were students at Lee-Davis or had graduated in recent years. Had the case gone to trial, Royalty said, witnesses would have testified that Fleming and his friends were tailgating and drinking at Richmond International Raceway, and after the race, the group dropped by a friend’s house to go swimming. Lumpkin told investigators that all five passengers had been drinking and smoking marijuana at a pond after the race, according to court documents. The friends then drove to a “garage party� in Mechanicsville, where they drank more. The friends decided they needed to make a beer run at one point, and they piled into Fleming’s truck
and drove to the Fas Mart at Creighton and Cold Harbor roads, Royalty said in his summary. At 10:26 p.m., a surveillance camera captured Fleming’s truck parked outside the store, where his friends purchased Old Milwaukee and Busch beer and loaded it into the vehicle. From there, Fleming drove along Cold Harbor Road, where a woman driving with her two children saw a “big, white, jacked-up pickup� coming up “scary fast� behind her, Royalty said. The truck got so close that she couldn’t see the vehicle’s front bumper, the woman later told police. At Watt House Road, the truck crossed the double yellow line and passed her before disappearing into the night, the woman said. A man watching TV inside his home in the 6100 block of Cold Harbor Road told police that he saw the headlights of a vehicle that he estimated was traveling at 70 mph or more. The vehicle was traveling so fast that he thought it wouldn’t be able to negotiate the turn ahead of it. Moments later, he heard a crash. It was 10:35 p.m. The man called 911, and
when he looked out his window, he saw that a truck had plowed into a tree. The passers-by that Royalty described as good Samaritans then converged on the scene, where all three reported hearing Fleming say repeatedly that he couldn’t go, or didn’t want to go, to jail. A sample of Fleming’s blood taken about 65 minutes after the crash registered a bloodalcohol level of 0.067 percent, which is below the legal driving limit of 0.08. Witmeyer said he had no objections to the prosecution’s summary of evidence, but said he would have disputed some of it had the case gone to trial. The attorney told the court that one of Fleming’s passengers would have testified they were traveling 50 to 55 mph at the time of the crash and that Fleming never tailgated or passed any vehicles. Royalty said both Hinton and Ballard died from bluntforce trauma to the head, and medical experts concluded they experienced “immediate unconsciousness and death within seconds.� “So unlike Mr. Fleming,� Royalty told the court, “these men did not have time to worry about going anywhere.�

in the April 23, 2016, deaths of Ballard, a Lee-Davis High School senior, and Hinton, a 2011 Lee-Davis graduate. “He wants to take full responsibility for what happened,� Fleming’s attorney, Carl Witmeyer, told the court. Fleming’s pleas came just four days before his scheduled three-day jury trial, which would have begun Monday, April 24. Hanover Circuit Judge Patricia Kelly convicted the teen of both counts. There was no agreement between the prosecution and defense on a specific term of punishment, which will be left up to the judge’s discretion at Fleming’s sentencing hearing on Aug. 10. The Class 5 felony carries a maximum penalty of 10 years in prison on each count, or, at the discretion of the judge, a lesser term of up to 12 months in jail and/or a fine of up to $2,500. In a summary of evidence, Hanover prosecutor Stephen Royalty said the day of the fatal crash began with racing, tailgating and consuming alcohol at that Saturday’s NASCAR race at Richmond International

A royal steps forward to address mental health issue By Melody Kinser Managing Editor Prince Harry had not yet become a teenager when he lost his mother in a car crash in Paris in 1997. Despite the very public divorce and accusations of infidelity between Prince Charles and Prince Diana, she was, without question, a loving and doting mother to Harry and his brother, Prince William. Last week, in a move few would expect from a royal, Harry shared with the world a condition many do not discuss and even hide from it. He opened up about the emotional mental health issues he had experienced after his mother’s death.
The image of the young boy walking behind her coffin is unforgettable. His older brother kept a watchful and protective eye on him. No one could have imagined what Harry was going through following such a devastating loss. Diana had been a mother to her two sons — opting not to depend on the services of nannies 24/7. I remember the laughter when she brought her sons to the United States to visit one of the Disney amusement parks. They came down the water ride, getting splashed along the way. She made every attempt to ensure her sons were able to enjoy a fairly normal life — considering one will be king one day. When Harry told his story of depression
and 20 years of a roller coaster ride of emotions, he said his brother encouraged him to seek help. Harry had been a bit of a wild child (the naked incident in Vegas comes to mind), when reality sank in and the time had arrived to seek treatment. For too many years, families seemed to be embarrassed to talk about depression and mental health issues. They are common and, thankfully, can be successfully treated. But there’s the catch: you must seek treatment. Prince Harry has served his country well in the military and through causes his mother would certainly respect and appreciate. He is in good health because his brother intervened and Harry agreed the time had
come to make his emotional state better. Harry is handsome, charming, wealthy and a prince, but he is human — and it was quite remarkable for him to share his pain and how his mother’s death affected his life. Royal or not, that’s a class act. Tied into this news is the fact that Prince William is working with Lady Gaga, who has battled mental health issues, to address the conditions more openly and direct people to get the help they need. Harry decided not to hide from the pain anymore, and we can only hope that his story may help someone battling depression and/or anxiety. Bravo to him for coming forward with a struggle that has spanned most of his life.

The world is often the first to know when something goes wrong, and hoping no one saw your miscue is quickly becoming a thing of the past.
A good example of just how powerful social media has become in our daily lives is the recent coverage of a United Airlines customer who was forcibly removed from a flight to accommodate a group of United employees who were deadheading a flight home. To the many who viewed the almost real-time video, and a group of traumatized fellow passengers who witnessed the violent event, the actions of the airline were unforgivable, and contributed to a growing frustration that many customers express with air travel today. In the past, irate customers had little recourse regarding vetting their

Those rights are still seriously restricted but, with social media just one click away for millions of Americans, the response to United’s faux pas was immediate, and brutal. It didn’t help that United Airlines ranks last in customer service surveys, and its public image was not sterling before the latest incident. But now, it’s hard to turn on a

computer or television without hearing a story on the incident, usually followed by some less than kind comments regarding United. “If you can’t seat ‘em, beat ‘em,” one Twitter poster commented. “We might charge for food and drinks . . .but the beatings are complimentary,” another poster said. “Best airline for carry on and carried off,” read another. It also didn’t make things easier for the company when CEO Oscar Munoz initially described the passenger as disruptive and uncooperative. He later refined his comments and included an apology to the passenger, or dragee as he could well be described. It always amazes me when high priced public relations groups forget the most basic messages we learn as children. I can still hear my father telling me that if you make a mistake, see MISTAKE, pg. 8

Statewide, men and women are taking part in a fundraising contest to rid the world of blood cancers. “I am dedicating my campaign efforts to my belated mother, Peggy Anne Taylor, who died from breast cancer

Habitat’s National Women Build Week invites women to help make a difference and devote at least one day to help build decent and affordable housing in their local communities. More than 17,000 women, including Lowe’s Heroes volunteers, are expected to volunteer at construction sites across the country as part of Habitat’s 2017 National Women Build Week.

But, the beating might be a career killer for Oscar Munoz, the company’s CEO. His missteps may ensure him the same fate as Jimmy the Greek or Dan Rather. Hopefully, this incident will change a deteriorating atmosphere surrounding air travel,
and passengers can be treated with respect and dignity. It also wouldn’t hurt for United to understand that in many instances, a little bit of common sense goes a long way. I have a feeling that lesson is going to cost them a lot of money.

County launching new redesigned website on Friday HANOVER — On Friday, April 28, Hanover County will launch a redesigned website at www.hanovercounty.gov. Designed to be mobilefriendly, the website will include new features and a greater integration with the county’s social media platforms. The top menu items will not change, but by hovering over them readers will be able to immediately see a ‘mega-menu’ of all the webpages under that category. On the homepage will be quick links, calendars, news stories and a box that shows what’s on the county’s Facebook page at that moment. Another new feature will be a NotifyMe page where citizens can sign up for a variety of notices and bulletins sent out by the
county, including public hearings scheduled by the Hanover County Board of Supervisors and Hanover County Planning Commission. There will be a greater number of fillable forms that can be emailed directly to the county without having to be printed off and mailed. A new polling place application will enable users to find out where they vote and who their representative is on the board of supervisors by filling in their address. The new website is scheduled to go live on April 28. There may be some delay in accessing the site that weekend until search engines have “found� the site. OBITUARIES | Death Notices & Funerals PAULA BOBLITZ Paula Rider Boblitz, age 69, of Charlottesville, went home to be with her Lord and Savior in Heaven on April 13, 2017. Paula was born in Etlan on July 15, 1947, to Thomas Shelton Rider and Margrette Frances Rider. Her lifelong commitment to nursing began in the Stuart Circle Nursing Program in Richmond, where she earned her RN diploma. While she was a student, she threw a snowball at a young
man, Michael H. Boblitz, and found a partner for life when they marBOBLITZ ried in 1968. Together, they moved to Kansas, Kentucky, Pennsylvania and eventually,

in 1977, to Charlottesville. There, they raised a son, Michael Crile Boblitz, while she dedicated 30 years of service caring for the patients and families of Radiation Oncology at the University of Virginia. She made a difference every day in the lives of her patients through her actions and words, and taught the doctors a few things along the way, before retiring in 2007. Paula was warm and generous. She loved her many friends as family, and was always willing to lend a helping hand. She is survived by her husband, Michael; her son, Michael and his wife, Amie; and grandchildren, Carter and Aiden Boblitz of Hoschton, Georgia; nieces, Donna Christensen and her husband, Chris of Chester and Emily Boblitz of Ventura, California; nephew, Stephen “Craig”
Kent of Mechanicsville; greatnephews, Cameron Kent of Mechanicsville and Adam Drumheller of Chester; and a lifetime of good friends, just too many to acknowledge. Her parents and her sister, Arlene Rider Kent, preceded Paula in death. Paula enjoyed retirement and especially adored her grandchildren. She enjoyed their visits and was always ready for a road trip to Georgia. Christmas was always a favorite holiday, and became even more special with the addition of Carter and Aiden. She spent her free time visiting with friends and caring for others. Often, she would pick up friends who no longer drove to have lunch or run errands; she was someone who was always there for you and touched many lives in special ways. She loved to experience new things and made good friends
through her activities. One of her favorite pastimes was collegiate sports. She was a longtime supporter of Virginia Athletics, and also became a JMU Duke Club member after her son and husband graduated from James Madison University. She always cheered loudly and often in support of her teams. Paula was a 10-year breast cancer survivor, but when a new cancer appeared, the battle could not be won. As word spread to friends and family, she had the good fortune to discover how much she meant to others as friends called, visited, laughed and shared memories. To celebrate her life, a memorial service was conducted at11 a.m. on Wednesday, April 19, 2017, at Teague Funeral Home. A private burial service will be held at the Etlan Cemetery in Madison County. The family wishes to thank Dr.
Leslie Blackhall of the UVA Cancer Center and Dr. Kaitlyn Beisecker-Levin from Family Medicine of Albemarle for their assistance with Paula’s care. Finally, the family wishes to express their gratitude to Paula’s team from Home Instead Senior Care and to her Hospice of the Piedmont team, along with Jackie and Garland Nuchols, Beth and Rick Mutzabaugh, Gretchen Kelly and Denise Mathew for their compassion and care. DAVID BRENT David Dalton Brent, 25, passed away on April 17, 2017, after a year-long battle with cancer. He is survived by his loving parents, Elwood Roger Brent Jr. and Frances Simms Brent; one sister, Joy Brent Poteat BRENT (Scott); niece, Addison; brothers, Conner Brent (Sarah) and Andrew Brent; and the love of his life, fiance, Elizabeth Baughan. David was a 2010 graduate of Hanover High School and employed by Slurry Pavers Inc. as a Transportation Generalist. David was passionate about all sports; he especially enjoyed Washington Nationals baseball, Pittsburgh Steelers football and University of Virginia sports. With David’s passing, we remind others that his life is one to be celebrated. Although we will miss him every day, especially his wonderful smile, he will forever remain in our hearts. She is survived by her mother, Mary “Betty” Wright; best friend for 27 years and husband for 17 years, Steve Curnutt; and the joy of her life, daughter, Brooke; sisters, Linda McAllister and Debra Lann; brothers, Forrest Reid (Nancy) and Michael Reid (Karen); mother and father-in-law, Bill and Joanne Curnutt; and sister-in-law, Pam Curnutt. She also left behind special nieces and nephews that she adored, Eric Jewell, Meridith Mangigian, Ryan Reid, Jessica Seay and Autumn Curnutt. Amy touched the lives of many of her life. She was loved by her family, friends, many of her co-workers and patients over her 27-year career in nursing. Amy always put everyone else’s needs before herself all the way to the end. Gresch, 88, of Mechanicsville, went to be with the Lord and her husband, Jim Gresch, the love of her life, for eternity on April 15, 2017, the same day Jim passed away six years ago. They met in high school in Milwaukee, Wisconsin, and were blessed with three sons. She is survived by her son, Jeffrey, his wife, Evelyn, and their two children, Jeffrey Jr. and GRESCH Robert; her son, Tom, and his wife, Danease; and her son, Jay, his wife, Merri and their two children, Ashley (Matt) Carter and Taylor Gresch; and one great-granddaughter, Tessa Carter. Holiday meals were always special at Mom’s, especially when she made her famous “Cheese Torte!” Her favorite pastimes were sewing, cross-stitching and crafts. Her house was full of her cross-stitching. She also loved golfing, bingo, bowling and reading. Vivian was blessed with a long, happy life and will be missed by all who knew her. CHARLES JETER SR. Charles Norman Jeter Sr.
left his earthly life Wednesday, April 12, 2017, at 87 years old. He was a Korean War veteran who worked in the grocery business for Dominion Oil and Washington Inventory Service until retirement. Maintaining his witty and charming personality until his last few days, Norman continued joking with his family and nurses at Autumn Care. The family extends thanks to Autumn Care, Asera Care Hospice and Ashcake Family Physicians for their care and concern. Norman was preceded in death by his parents, Irene and Dorsey Jeter; siblings; and very dear friend, Maurice O’Keefe. He leaves behind sisters, Dorothy, Edith and Bernice; brother, Arzie; and friend, Timothy O’Keefe. He is lovingly remembered by daughter, Scheryl (Tommy); sons, Charles N. “Chuck” Jeter Jr. (Rhonda), Derek Jeter (Niki) and Kevin T. Jeter (Cyndi). Grandaddy will be forever missed by the prides of his life, his grandchildren, Amber Isringhausen (Chase), Ashley, Morgan, Mathew, Katlin and Kelly; great-grandchildren, Natalie, Jason, Nora and Nellie. He also leaves behind his number-one fan and companion, Sammy Lou Jr. III, who will certainly miss the daily visits and countless treats Grandad kept handy in his pocket. He was an avid player of the lottery and enjoyed a good scratch-off ticket. He spent many hours taking his grandkids and their friends to McDonald’s or to get ice cream. Some of the best memories were at the river in Lewisetta. You could find him casting a line off the pier catching croaker, cutting the grass or steaming crabs in the kitchen. He could make anyone, young or old, feel welcome and at home. A private family memorial will be held at a later date. Memorial donations may be made to the Hanover Volunteer Rescue Squad.
BRUCE JOHNSON Bruce Sidney Johnson, 57, passed away on April 17, 2017. ECHANICSVILLE — Hanover County Parks and Recreation, along with the Friends of Hanover Dog Parks and the Hanover Hounds K-9 Search and Rescue, hosted the annual K-9 Heroes Day featuring Pooch Pursuit event on Saturday, April 15, at Pole Green Park at 8996 Pole Green Park Lane in Mechanicsville. Kicking off the event was the Pooch Pursuit 5K Run, 2K Walk. Youth and senior participants with and without their canine companion took part and had some amazing race times. away on Saturday, April 8, 2017. He attended Lee-Davis High School and Richmond Tech for HVAC systems. Pete was a master electrician and served in the U.S. Marine Corps as a diesel mechanic working on and test driving OXLEY tanks. He loved racing, football and trips to the beach. He loved his job and took pride in anything and everything he did. HANOVER — A Mechanicsville woman charged in a fatal shooting at an Ashland Walmart can be released on a $50,000 bond, a judge ruled Friday. Brittany Lashea Wiggins, 25, faces a count of first-degree murder and other charges in the Feb. 18 killing of Ashley Fricke, a 25-year-old Woodford woman. Joe Morrissey, Wiggins’ attorney, said during a bond hearing that Fricke’s killing was accidental and that his client fired the gun out of fear, not malice. “It is tragic. It is very sad,” Morrissey
said of the shooting. “But it is an accidental killing.” Morrissey said Wiggins, who is gay, had gotten into a verbal confrontation with two males in a pickup truck after leaving the store late at night and that Wiggins had been subjected to anti-gay slurs during the altercation. Morrissey has said the gun was fired as a warning shot and that she was not aiming at anyone specifically, adding that she had told investigators she was scared during the incident. But Mackenzie Babichenko, an assistant commonwealth’s attorney for Hanover County, said the evidence before the judge did not support Morrissey’s version of

Foley: changes coming in railroad corridor plan By Logan Barry for The Mechanicsville Local ASHLAND –Ashland Town Council, RandolphMacon College and the Hanover County Board of Supervisors have been adamant about opposing a highspeed rail project. Mayor James Foley announced at the Tuesday, April 18, council meeting that the Federal Railroad Administration (FRA) said “They’re going to make some changes, but they’re going to publish the draft Environmental Impact
Statement by the end of June.” Foley, Councilwoman Kathy Abbott and Town Manager Joshua Farrar recently met with the Virginia Department of Rail and Public Transportation. They were joined by representatives of Hanover County, RMC and CSX. In sharing with council the results of the DRPT meeting, he said, “We have good news. What they’re saying is ‘We’re working on some more modeling.’ That’s when they’re going to make recommendations for the whole corridor — except for Ashland; they’re not going
to have a recommendation yet.” The entire DC2RVA corridor stretches 123 miles from Washington, D.C., to Richmond, potentially passing through the “Center of the Universe” along its route. Mayor Foley said he expects the DRPT to bring the communities together immediately to have six meetings spanning six months. ASHLAND – Atsuyuki Oike, Minister Plenipotentiary and Deputy Chief of Mission at the Embassy of Japan in Washington, D.C., was the keynote speaker on Monday, April 17, at the annual J. Earl Moreland Lecture on Asia at Randolph-Macon College in Ashland. Each spring, R-MC hosts a distinguished expert to give a public lecture. Creating a “greater understanding and interest in Asian affairs through direct contact with distinguished scholars and prominent professionals” is the purpose of the lecture series. The college recently approved a Japanese Studies program that students can choose as a minor. During the lecture, Oike addressed a variety of topics related to Asian studies — from the
history that has shaped the current structure of the different countries in Asia, including trade, American-Asian relations, China’s regulatory restrictions, and, most currently, North Korea’s development of nuclear weapons. At the beginning and end of the event, those attending had the option to write down specific questions they had for Oike on a blank sheet of paper. After his lecture, he led a question-andanswer session. In discussing global trade between Asia and the U.S., he boasted on the number of American companies there are throughout Asia, using his home country of Japan as well as China as examples. China and Japan are now the world’s second and third largest economies in the world, and more than half of the earth’s population lives see JAPANESE, pg. 17

in Asia. Touching on military relationships, the minister said the United States-Japan Security Alliance is the strongest in the region. The alliance serves as the region’s most important military affiliation and as an anchor of the U.S. security role in Asia. Oike said the Japanese recognize the need for the U.S. in Asian seas. He said Asian countries rely heavily on the rule of law, and added his opinion that “Trump people don’t believe in rules.” Oike expressed well-rounded opinions on different topics, and avoided bias through acknowledging that governments in Asia also are to blame for current obstacles that he believes the region faces. He said one of the real threats is China’s extreme use of regulatory restrictions, using the nation’s oppression on its
citizens’ use of the internet as an example. The Chinese government censors certain media types, such as politically sensitive content, and requires the disclosure of source points. Internet service providers and internet cafes in China are legally forced to record and store information about all users and their internet use. Briefly speaking on the current situation in North Korea as it relates to their development of nuclear weapons, Oike said the purpose behind their developments isn’t to start a war with South Korea, or to hit the mainland U.S., but to sustain the regime of the country’s Supreme Leader Kim Jong-un. While saying that North Korea won’t stop its nuclear weapon development voluntarily, he also suggested Kim’s goals to be a fantasy, saying, “We are all wondering, ‘What is Kim thinking?’ ” Oike has served with the
Japanese Ministry of Foreign Affairs for 33 years. He previously held positions, including Assistant Vice Minister and Director-General for Global Issues, during which he served as Chief Negotiator for Climate Change at COP21; Economic Minister at the Embassy at the Japanese embassy in China; Minister in charge of the WTO at the Economic Mission of Japan in Geneva; and Economic Minister at the Embassy of Japan in the Republic of Korea. COP21 was the 2015 Climate Change Conference held in Paris. The conference negotiated the Paris Agreement, a global accord on the reduction of climate change. to catch up to the DC2RVA project. He said the “hope” was to come together with a consensus for a solution regarding Ashland’s fate, and to hopefully mold that consensus into the DC2RVA project.” The people who will be attending these upcoming meetings that are expected to take place will make up what is being called the “Community Board.” Ashland is going to have three people on the board, which will include the mayor, the town manager and and an Ashland citizen the town chooses. While they don’t want to limit their options for choosing a citizen board member, Foley said he decided to defer their choices to residents who live on Center Street, since those properties and the people who own them would be the most
impacted if a third rail were to be inserted through the center of town. Hanover County will have two representatives on the Community Board, one who represents the east side of the county and one from the western portion. He added that RMC will have three people on the board as well. “Our interests are very closely aligned,” Foley said. Other entities on the board are CSX, which also will be bringing three representatives, and Foley said the State Planning Organization will probably have someone in the group too. The meeting will be organized by the DRPT, and they will be setting the agenda. Foley pointed out that these meetings will be open to the public. “They’ll be held in the public – some will be in Ashland, and then we’ll rotate one to Hanover, and different places

within Ashland and Hanover only,” he said. In an effort to make the proceedings as public and transparent as possible, Foley said he’s pushing for these discussions to be recorded, so that — even if they are not live-streamed — they can be viewed very shortly afterwards for the folks who couldn’t make it to any of the meetings. At the meetings, they plan to discuss lots of options, and the mayor hopes to discuss lots of new ones. If you look at the modeling, he said you can tell that some of the modeling can be changed. Foley said, “I think the modeling is going to show that there is not a need for a third rail.” He said he was hopeful that they should have a positive solution for Ashland by the end of calendar year 2017, but noted that there aren’t any guarantees. Record crown turns out for Democrats’ main event By Jim Ridolphi for The Mechanicsville Local ASHLAND — More than 160 Hanover County Democrats gathered along the tracks at the Ashland Arts and Activities Center for the 8th Annual Blue Moon Bash last week. In what is becoming a party tradition, the event, hosted by the Hanover County Democratic Committee, attracts more people each year, and, by all accounts, this year’s crowd exceeded expectations. State Sen. Jennifer McClellan, D-9, spoke at the first Blue Moon Bash eight years ago and said there is quite a difference in the atmosphere surrounding that inaugural event versus this year’s event. “There’s a lot of energy in this room,” the Ettrick native said. “That first year, you could have fit all the people there on one side of this stage.” Although McClellan is no stranger to the annual event,

Conservation easement protects park — forever By Jim Ridolphi for The Mechanicsville Local Standing in the middle of the more than six acres that frames the northeast corner of Bryan Park, one can only hear the sounds of a distant babbling brook and hundreds of birds that call the area home. Thanks to action taken Saturday by the Capital Region Land Conservancy, Friends of Bryan Park, Henricopolis Soil and Water Conservation District and landowners John and Bucci Zeugner, the property will remain just the way it is for eternity. In actuality the property is adjacent to development and infrastructure, but the area has escaped development for decades since the park was founded in 1924. That all changed several years ago
when developers submitted plans to Henrico County to construct 40 modular homes on the 6.5 acres. Friends of Bryan Park (FOBP) immediately began efforts to save the property and when all else failed, John and Bucci Zeugner purchased the land and began the long effort to place the land in conservation easement status for perpetuity. Henrico County’s Comprehensive Plan allowed for the creation of conservation easements and encourages “protection of natural and historic resources by the private sector.” The Zeugners will retain the property rights, but land ownership was clearly not the focus of the couple’s purchase. John said he saw the rare opportunity to expand a park in an urban area. “Rarely are there opportunities available to
enlarge a park and grab more wooded buffer and habitat,” Zeugner said. Zeugner, an urban planner by trade, also serves as president of the FOBP, and said the group has been instrumental in the reclamation of the park since its formation in 1994. “Bryan Park had a shady history then,” Zeugner said. “We’ve been working to improve it with new users … with more and more families discovering the park. We have a sacred trust to protect these things for future generations.” Donna Lacy was an original member of FOBP and said the April 23 event marks an important achievement for the future of Bryan Park. “This is a treasure that is so unique in this day and age and I am so thrilled that the FOBP can incorporate this into our

She said the steady improvement of the aging park during the past two decades plus is a tribute to the many volunteers who committed to save it. “It’s the result of a lot of hard work but it was well worth the effort,” Lacy said. Parker Agelasto, executive director for CRLC, unveiled the agency’s 12th conservation easement project last week at a ceremony near the new easement. “For the six and a half acres behind us, there will be no houses, no development, no roads placed on this land,” Agelasto said. “That is their gift to the community on this Earth Day weekend.”
The easement ensures the integrity of the land for future generations. “What it does is put a perpetual easement on the land. When John and Bucci are no longer the landowners, the next landowner must abide by the terms of that,” Agelasto said. He said the tract provides valuable habitat for many animals, plants and insects and enhances the adjacent peacefulness of Bryan Park. The buffer also improves water quality and allows water flowing toward Upham Brook to be adequately filtered and cleaned. That water eventually runs into Jordan’s Branch and the Chickahominy River, eventually making its way to the James River.

“This is a great resource for us when it comes to water quality,” Agelasto said. Stewardship of the land falls to the CRLC in partnership with the Henricopolis Soil and Water Conservation District, and the property will be inspected annually and a report issued. “We have to come out on an annual basis and verify that there have been no alterations or changes that would otherwise threaten the terms of the deed,” Agelasto said. As John Zeugner stood back and admired the serenity of the woods surrounded him, the scope of the day’s events and what could have been hit close to home. “We had nightmares about how it would have been densely developed. We were concerned about all kinds of problems,” Zeugner said. “We just didn’t want residential or industrial in this area.” He said preserving this “wilderness oasis” is a victory for all who fought to accomplish the goal, but also for the citizens who frequent the park. “This is one where the conservationists won … Bryan Park’s best days are ahead of it.” The Capital Region Land Conservancy is the only nonprofit organization devoted specifically to the conservation of land within the capital region serving the City of Richmond and the counties of Chesterfield, Hanover, Henrico, Goochland, Powhatan, New Kent, and Charles City.

She has had her first set of vaccines. Daisy was surrendered a few weeks ago. She has been a house cat. Daisy is very sweet and likes to be petted. She keeps her living area very clean. Georgetown teacher wins teaching excellence award ROANOKE – A math and social studies teacher at The Georgetown School has received the Award for Teaching Excellence. Afreen Yusuf Gootee is among the outstanding teachers to be acknowledged with the Virginia Education Association honor. She is the recipient of the highest award the VEA offers. Gootee received a plaque and cash award of $500 and will advance to compete as Virginia’s nominee
for the National Education Association Foundation Award for Teaching Excellence. The NEA prize is $25,000. “I am incredibly honored to have received this award, and I am humbled by the support of my former students who have come forth to credit me with their successes,” Gootee said. “This validates my efforts for the last 30 years as a public school educator. I hope I bring honor to the Virginia Education Association and to Hanover County as I move
forward to the national level,” she added. As a teacher at the alternative high school, Gootee turns her classroom into a restaurant so students can learn math concepts like calculating ceiling tiles, and helps prepare them for real life by using spreadsheets to create budgets. Because some of her students had have negative interactions with local government, she has them debate laws, hold mock elections, and travel to the Virginia General Assembly.

Parasites affect a child’s development and cause hunger, nausea and lack of energy. Thousands of children will die this year if untreated. This is the first community service project for this class of middle school students. Their goal is to treat 2017 children this year. The church is located at 14023 Independence Rd. in Ashland. The bride is the daughter of Susan Loughridge and the late Jeff Loughridge of Alexandria. She is the granddaughter of Paul and Penny Golkin of Boca Raton, Florida, and the late Dr. Chalmers “Babe” Loughridge and Reggie Loughridge of Alexandria. The groom is the son of Roger and Fran Brent of Studley. He is the grandson of the late James and Rose Simms of Mechanicsville and Elwood and Margaret Brent of Highland Springs. Paul Davies, vice president of Administration and Finance at R-MC, said he agreed with “Option B.” “Randolph Macon thanks Amtrak for their important work in making the Ashland
rail station safer and more accessible for all passengers. On behalf of the faculty, staff, and students, we whole-heartedly support this goal. We also appreciate Amtrak’s attention to minimize the negative impact on our historic campus.” A public hearing also was held on the Fiscal Year 20172018 advertised budget at the regular meeting, with the nonprofit organization, Circles Ashland, asking for funding from the town. Many people approached council to give their input on why they should approve funding in the town manager’s proposed budget for the organization, which builds networks to help folks living in poverty get their lives back together. Council will vote on whether to adopt Ashland’s proposed budget in May. In other business, council agreed to recommend a preferred Amtrak design option to go with for improvements on the Ashland Train Station to make it Americans with Disability Act (ADA) accessible.

Yellow Jackets hammer Hampden-Sydney By Brad Bess Richmond Times-Dispatch ASHLAND – Nic Phelps was one of six Randolph-Macon seniors who had 108 career victories entering Wednesday’s game against Hampden-Sydney at Estes Park, tied with the class of 2016 for most in program history. Furthermore, the Tigers owned a six-game regularseason win streak against the Yellow Jackets. All that helped make 109 even more special. Phelps got the win, Cole Migliorini continued his torrid offensive pace with four hits and three RBIs, and RandolphMacon plated six runs in the first inning on the way to a 13-5 victory over their rivals. The 109th win gave the Randolph-Macon Class of 2017 the program record for career victories. “Its awesome,” said Phelps, a Mills Godwin graduate. “It’s really cool because we’re just building on what we’ve done over the last four years.” Phelps allowed nine hits and four runs in five innings for his third win of the year. MECHANICSVILLE – Toward the end of last week, many sporting events began, but few finished as weather threw a monkey wrench into the prep athletic schedule. Both Thursday’s and Friday’s schedule – full of cross-county events – were heavily affected. Only one event Thursday night, the Hanover at LeeDavis boys lacrosse contest which ended in a 158 victory for the Hawks, was able to finish. Every other cross-county varsity event Thursday and Friday was postponed because of heavy rain and lightning. The Virginia High School League (VHSL) handbook requires that all sporting events be

Best performances highlight rain-shortened meet By Dave Lawrence Sports Editor MECHANICSVILLE – Some of the state’s best track and field teams came to town Saturday for the Lee-Davis Invitational. They brought plenty of action on the field and on the race track, but the real race was to get the meet in before expected storms swept into the area that afternoon. Unfortunately, lightning and a deluge that flooded most of the football field ended the meet prematurely – before the completion of the girls 200meter dash – but the weather didn’t spoil the numerous season-best performances posted by county athletes despite the chilly, damp conditions. “That’s what you want,” said Lee-Davis head track and field coach Neil Mathews. “Every time you run, as you get deeper into the season, you’re hoping that you’re bettering your performance as you get sharper, as you’re able to work on more technique or whatever.” For some of Mathews’ ath-
letes, the season bests stemmed from the fact that it was their first, or one of their first, meets of the season. That was the case for Connor Scott, who won both the discus and shot put; Alex Slinkman, who finished second in the pole vault; and Christian Gilliam, who finished second in the boys 400-meter run. Hill hammers homers as R-MC beats Roanoke By Dave Lawrence Sports Editor ASHLAND – RandolphMacon’s offense was relatively quiet during the opener of a doubleheader against Roanoke Saturday. It was downright bombastic in the nightcap. With four home runs – two by Mechanicsville’s Shelby Hill, the Yellow Jackets hammered the Maroons 12-5 for a comefrom-behind win and a sweep of their Old Dominion Athletic Conference rivals. Former Patrick Henry all-star pitcher Candace Whittemore earned victories in both games, going the distance for a 1-0 win in the first game and entering in the fifth inning in the second. The second game looked in doubt through the first 41/2 innings before the Yellow Jackets erupted for nine runs in the bottom of the fifth inning. “The first game we played great,” said Randolph-Macon head softball coach Kevin Proffitt. “We didn’t do anything offensively – as a matter of fact, the run we scored was

to 8-4 with a RBI single in the top of the fifth, but the Yellow Jackets answered with four in the bottom of the inning. Jeff Butler and Migliorini singled in a run each, and Rick Spiers drove in two with a double to make it 12-4. The Tigers got a run back in the sixth before Migliorini’s third RBI in the seventh. Migliorini was named the ODAC player of the week on Monday, a day before being named to the D3baseball.com team of the week. He ran his hitting streak to 11 games and

The Hornets are second in the ODAC and No. 1 in the D3baseball.com Top 25. But as the ’97 RandolphMacon graduate will tell you, having the momentum of beating Hampden-Sydney can only

Shenandoah 5-4, Randolph-Macon 4-1: The 10th-ranked Yellow Jackets put up a good fight against topranked Shenandoah Friday and Saturday, but the Hornets found the runs they needed in extra innings to sweep the stand at Hugh Stephens Field. The first of the two games – originally scheduled as a doubleheader Saturday but split between Friday and Saturday
because of oncoming inclement weather – was a fairly even contest offensively, but a badhop single and a misplayed fly that fell for a double led to the Yellow Jackets’ 5-4 loss in 11 innings Friday. The Yellow Jackets out-hit the Hornets 12-5 Saturday, but could not plate the extra runs to escape the 12-inning slog with a win. Shenandoah scored three runs with two outs in the top of the 12th inning. After two walks – one intentional – the Hornets drove in a pair of runs on back-to-back singles, loaded the bases following a third walk, and drove in a run with another single.
While the Hornets eventually found the hits they needed with runners in scoring position in both games, RandolphMacon stranded seven runners Friday (to be fair, Shenandoah stranded 12 in that game) and 14 runners – all in scoring position – Saturday. The loss Saturday spoiled a strong outing by Yellow Jacket starter Nick Roth III, who allowed two hits and one run in a nine-inning effort. Morrissey said Wiggins, a Lee-Davis High School graduate, kept a gun in her car for protection. At first, Wiggins did not know that anyone had been hit, Morrissey said. Robert Isaacs, a friend of Wiggins, said he told the defendant about media reports that contained a video of her as someone police were trying to find. She immediately called police, Morrissey said. But Babichenko said that when Wiggins contacted authorities, she tried to argue
that she was not responsible for what happened. “Only when her face is plastered all over the media does she call up Crime Stoppers and say she was framed,” Babichenko said. Morrissey argued for a bond no higher than $10,000, after calling a series of character witnesses who described the defendant as a nonviolent person. Morrissey said his client has a learning disability and described her as “slow” and “somewhat challenged.” Wiggins’ mother, Demetria Moreland, testified there had been no discipline issues with
her daughter. “She’s very quiet, laid back, reserved,” Moreland said. “Pretty much she’s nonconfrontational. ... Anyone can be nasty to her and she just takes it with a grain of salt.” Babichenko said Wiggins should remain behind bars, noting the seriousness of the first-degree murder count. She also said the defendant is a “loose cannon” and a flight risk. The prosecutor said Wiggins’ actions were “inexcusable.” “That could have been anybody in the parking lot that
night,” Babichenko said. “It happened to be Ashley Fricke.” Hanover Circuit Court Judge J. Overton Harris said Wiggins’ guilt or innocence would be determined at a later time, noting Friday’s hearing was simply held to see if she could be released as the case proceeds. Harris granted bond, noting Wiggins has significant ties to the community and that she does not have a prior criminal record. He ordered Wiggins cannot possess any firearms and that she cannot have any contact with Fricke’s family.
